Thailand has no civil-law notary profession; the Notarial Services Attorney is the statutory equivalent, and foreign authorities that ask for a "notary public" accept this certification. Fourth, the Legalization Division of the Department of Consular Affairs, Ministry of Foreign Affairs, legalizes the document, and the destination embassy attests it when its own rules still require attestation.
Thailand deposited its instrument of accession to the HCCH Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents on 30 June 2026, and the Convention enters into force for Thailand on 28 February 2027. Until that date the traditional chain — certified translation, notarial certification, Ministry of Foreign Affairs legalization and, where required, embassy attestation — remains the operative route.
