Document Translation & Consular Legalization in Thailand

Thailand deposited its instrument of accession to the HCCH 1961 Apostille Convention on 30 June 2026; the Convention enters into force for Thailand on 28 February 2027. Until then, the traditional legalization chain still applies.

How legalization works in Thailand

Thailand is not yet a party to the Hague Apostille Convention in force, so a Thai document intended for official use abroad normally travels through a three-step chain. First, the document is translated into the language required by the receiving authority — most often English — and the translator certifies the accuracy of that translation. Second, the Legalization Division of the Department of Consular Affairs, Ministry of Foreign Affairs of Thailand, verifies the signature and seal appearing on the Thai original and on the certified translation. Third, where the destination country requires it, the embassy or consulate of that country in Bangkok adds its own attestation so that its home authorities recognise the paperwork.

The chain runs in reverse for inbound documents. A birth certificate, marriage certificate, degree, court order or company record issued abroad is first certified in the issuing country by the competent authority there, then attested by the Royal Thai Embassy or Royal Thai Consulate-General accredited to that country. After arrival in Thailand it is translated into Thai, and that Thai translation is legalized by the Thai Ministry of Foreign Affairs before it can be filed with a district office (amphoe), a court, the Department of Business Development, an immigration office, or a Thai university.

Two details decide whether a file moves smoothly or is returned. The first is the exact wording and formatting the receiving authority expects — names must match the passport transliteration, dates must follow the calendar the authority uses, and every seal must be legible in the copy submitted. The second is sequencing: each authority in the chain only certifies the signature of the authority immediately before it, so a step taken out of order invalidates the ones that follow. What changes on 28 February 2027

Once the Apostille Convention enters into force for Thailand, a single Apostille certificate issued by the designated Thai competent authority will replace embassy attestation for documents exchanged with other Contracting Parties. Documents destined for states that are not parties to the Convention will continue to follow the traditional consular route. Translation requirements do not disappear: an Apostille authenticates the origin of a public document, not the language it is written in, so a certified translation is still usually required by the receiving authority.

Because the change is scheduled rather than already in force, we do not backdate advice. Every case opened before that date is planned on the current consular chain, with a note on what the file would look like after the Convention takes effect — useful when a document has a long shelf life, such as a power of attorney or a company affidavit.

Who legalizes Thai documents for use abroad?
The Legalization Division of the Department of Consular Affairs, Ministry of Foreign Affairs of Thailand, certifies the signature and seal on Thai official documents and on certified translations. After the MFA step, the destination country's embassy or consulate in Bangkok may add its own attestation, depending on that country's rules.
Does Thailand issue an Apostille today?
Not yet. Thailand deposited its instrument of accession to the HCCH 1961 Apostille Convention on 30 June 2026, and the Convention enters into force for Thailand on 28 February 2027. Until that date, the traditional chain — certified translation, MFA legalization, then embassy attestation — remains the only valid route.
Do documents have to be translated before MFA legalization?
Thai official documents submitted for legalization are normally accompanied by an English (or destination-language) translation whose accuracy is certified by the translator. The MFA verifies the seal and signature; it does not itself produce the translation.
What about foreign documents to be used in Thailand?
A foreign public document is first legalized in the issuing country (by that country's competent authority) and then attested by the Royal Thai Embassy or Consulate there. Once in Thailand it is translated into Thai and the translation is legalized by the Thai MFA before submission to a Thai government office.
How long does the process take?
