What TM.28 is and why it matters
TM.28 is a foreigner's duty to notify Immigration when 'moving residence between provinces, or staying at a new address inside the same province for more than 24 hours'. File within 24 hours — distinct from TM.30 which is the accommodation owner's duty.
Non-filing penalty
Section 76 fines up to THB 2,000. In practice, Immigration audits at TM.7 extension or TM.47 90-day filing; if the current address doesn't match the last TM.30, both TM.28 and TM.30 fines can be applied together.
How to file online
Go to tm30.immigration.go.th or the Section 38 app → select TM.28 → enter old + new address + move date → submit. The system emails a confirmation (keep a copy). Bangkok is 100% online; some provinces still require in-person filing.
TM.28 with Work Permit — dual filing
If the move accompanies a workplace change, you must notify (1) Immigration via TM.28 and (2) Department of Employment via Form Tor.Tor.10 within 15 days. Our service handles both filings.
Short stays (hotels, AirBnB)
Hotels file TM.30 for you — no TM.28 needed. But if you stay >24 hrs at a friend's house or AirBnB in another province, you must file TM.28 personally AND the host must file TM.30.
