It depends on the receiving authority. When a further legalisation layer is required the order is: notary → MFA Department of Consular Affairs (signature legalisation) → the destination country's embassy or consulate in Thailand. Thailand deposited its Hague Apostille accession on 30 June 2026 and it enters into force on 28 February 2027; before that date the destination-embassy step still applies.
